HGSA Rules

GROUND RULES FOR THE HGSA

 

  1.  A TIME LIMIT OF 1 HOUR AND 15 MINUTES WILL BE IN EFFECT FOR ALL AGE DIVISIONS. 
  2.  GAMES MUST BE 3 INNINGS OR 2 1/2 INNINGS IF HOME TEAM IS AHEAD, TO BE AN OFFICIAL GAME. 
  3.  THE INSTRUCTIONAL DIVISION WILL PLAY 4 INNINGS WILL BE COACH PITCH.
    1. NOTICE: IN THE INSTRUCTIONAL DIVISION: NO EXTRA BASES ON OVERTHROWS.
    2. NOTICE: WHEN THE DEFENSIVE PLAYERS CALLS TIME-OUT AHEAD OF THE LEAD RUNNER AND RUNNERS HAVE STOPPED, THE PLAY IS DEAD. THE BASE RUNNERS MUST RETURN TO THE LAST BASE TOUCHED.
    3. BATTERS WILL GET 5 PITCHES OR 3 STRIKES. NO WALKS.
    4. NOTICE: TIME WILL BE CALLED WHEN PLAYERS HAVE STOP RUNNING OR LEAD RUNNER IS STOPPED.
    5. NOTICE: NO MORE THAN 3 COACHES ON THE FIELD. 2 OF WHICH MUST BE IN THE OUTFIELD AREAS.
    6. NOTICE: MUST HAVE A LEAST 7 PLAYERS TO BE AN OFFICIAL GAME.
    7. NOTICE: OUTFIELDERS MUST STAY BEHIND THE 60 FT. BASELINE (WITH BOTH FEET IN THE GRASS)
    8. A BATTED BALL THAT HITS ANY PART OF THE PITCHING MACHINE, PITCHING MACHINE OPERATOR, OR VOLUNTEER PITCHER WILL BE DECLARED A DEAD BALL. RUNNERS WILL ADVANCE 1 BASE NO MATTER IF THEY ARE FORCED OR NOT.  A BATTED BALL THAT LANDS INSIDE OF THE 3FT ARC AT HOME PLATE WILL BE CALLED A DEAD BALL. THE BATTER WILL BE AWARDED 1ST BASE. BASE RUNNERS WILL ADVANCE 1 BASE ONLY IF IT IS A FORCED SITUATION. IF BASES ARE LOADED AND THIS HAPPENS THE BALL WILL BE LIVE AND THE DEFENSIVE TEAM HAS A CHANCE TO MAKE A PLAY AT ANY BASE.
  4. THE MINOR DIVISION WILL PLAY 5 INNINGS AND WILL BE MACHINE PITCH.
    1. NOTICE: THE PITCHING MACHINE SPEED WILL BE SET AT 35 mph ON THE READOUT.
    2. NOTICE: PLAYER WILL GET 5 PITCHES OFF OF THE MACHINE OR 3 STRIKES.
    3. NOTICE: ANY OVERTHROW AT ANY BASE, IT IS ADVANCE AT YOUR OWN RISK, BUT LIMITED TO 1 BASE ONLY.IF A RUNNER RUNS PAST THE BASE THEY ARE ADVANCING TO, THEY CAN BE TAGGED OUT. PLAY IS NOT CONSIDERED DEAD ONCE THE RUNNER HAS TAGGED THE BASE.
    4. NOTICE: IF GAME IS TIED AFTER OFFICIAL TIME, 1 EXTRA INNINGS WILL BE PLAYED WITH INTERNATIONAL TIE BREAKER RULES. SEE RULE 21 BELOW.
    5. NOTICE: NO MORE THAN 2 COACHES ON THE FIELD WHICH MUST STAND IN THE OUTFIELD AREAS.
    6. NOTICE: WHEN THE DEFENSIVE PLAYERS RETURN THE BALL TO THE PITCHERS CIRCLE, AND RUNNERS HAVE STOPPED, THE PLAY IS DEAD.THE BASE RUNNERS MUST RETURN TO THE LAST BASE TOUCHED.
    7. NOTICE: TEAMS MUST HAVE 8 PLAYERS TO BE AN OFFICAL GAME. THERE WILL NOT BE AN OUT TAKEN IF A TEAM HAS 8 OR FEWER PLAYERS.
    8. NOTICE: A STANDARD DEFENSE CONSISTS 10 PLAYERS 6 IN THE INFIELD (INCLUDING PITCHER AND CATCHER) AND 4 IN THE OUTFIELD. HOWEVER, TEAMS ARE ALLOWED TO PLAY ALL PLAYERS ON DEFENSE OR UP TO THE AMOUNT OF PLAYERS AVAILABLE ON THE OPPOSING TEAM. NO MORE THAN 6 PLAYERS IN THE INFIELD (INCLUDING PITCHER AND CATCHER) WITH THE REMAINDER OF PLAYERS IN THE OUTFILED. IN THE EVENT THAT A TEAM HAS LESS THAN 10 PLAYERS AVAILABLE, THE OPPOSING TEAM CAN STILL PLAY THE STANDARD 10 PLAYERS ON DEFENSE.
    9. A BATTED BALL THAT HITS ANY PART OF THE PITCHING MACHINE, PITCHING MACHINE OPERATOR, OR VOLUNTEER PITCHER WILL BE DECLARED A DEAD BALL. RUNNERS WILL ADVANCE 1 IF THEY ARE FORCED OR NOT.
  5. THE MAJOR DIVISION WILL PLAY 5 INNINGS AND WILL BE FAST PITCH.
    1. NOTICE: STEALING WILL BE ALLOWED ON THE RELEASE OF THE PITCH.
    2. NOTICE: NO DROP 3RD STRIKE.
    3. NOTICE: SLIDE RULE AT HOME PLATE. A PLAYER WILL HAVE TO SLIDE AT HOME PLATE IF THERE IS A PLAY BEING MADE. THE RULING WILL BE DETERMINED BY THE UMPIRE. WE WILL FOLLOW USSSA RULES FOR THE RULING.
    4. NOTICE: IF GAME IS TIED AFTER OFFICIAL TIME, 1 EXTRA INNINGS WILL BE PLAYED WITH INTERNATIONAL TIE BREAKER RULES. SEE RULE 21 BELOW.
    5. NOTICE: TEAMS MUST HAVE 8 PLAYERS TO BE AN OFFICAL GAME. THERE WILL BE AN OUT TAKEN IF A TEAM HAS 8 OR FEWER PLAYERS.
    6. NOTICE: IF THE PITCHER WALKS 3 BATTERS IN A ROW COACH WILL COME IN AND PITCH THE REST OF THE INNING. PITCHER MAY RETURN THE NEXT INNING. HIT BY PITCH WILL BE CONSIDERED A WALK.
    7. NOTICE: IF PITCHER WALKS ANY 4 BATTERS IN AN INNING COACH WILL COME IN AND PITCH THE REST OF THE INNING. PITCHER MAY RETURN THE NEXT INNING. HIT BY PITCH WILL BE CONSIDERED A WALK.
    8. NOTICE: THE PITCHER ONLY HAS TO HAVE 1 FOOT ON THE PITCHING RUBBER WHEN SHE IS STARTING HER PITCH.
    9. NOTICE: A STANDARD DEFENSE CONSISTS 10 PLAYERS 6 IN THE INFIELD (INCLUDING PITCHER AND CATCHER) AND 4 IN THE OUTFIELD. HOWEVER, TEAMS ARE ALLOWED TO PLAY ALL PLAYERS ON DEFENSE OR UP TO THE AMOUNT OF PLAYERS AVAILABLE ON THE OPPOSING TEAM. NO MORE THAN 6 PLAYERS IN THE INFIELD (INCLUDING PITCHER AND CATCHER) WITH THE REMAINDER OF PLAYERS IN THE OUTFILED. IN THE EVENT THAT A TEAM HAS LESS THAN 10 PLAYERS AVAILABLE, THE OPPOSING TEAM CAN STILL PLAY THE STANDARD 10 PLAYERS ON DEFENSE.
    10. A BATTED BALL THAT HITS ANY PART OF THE VOLUNTEER PITCHER WILL BE DECLARED A DEAD BALL. RUNNERS WILL ADVANCE 1 BASE IF THEY ARE FORCED OR NOT.

 

  1. THE SENIOR DIVISION WILL PLAY 5 INNINGS AND WILL BE LIVE PITCH.
    1. NOTICE: THE PITCHER ONLY HAS TO HAVE 1 FOOT ON THE PITCHING RUBBER WHEN SHE IS STARTING HER PITCH.
    2. NOTICE: TEAMS MUST HAVE 8 PLAYERS TO BE AN OFFICAL GAME. THERE WILL BE AN OUT TAKEN IF A TEAM HAS 8 OR FEWER PLAYERS.
    3. NOTICE: IF GAME IS TIED AFTER OFFICIAL TIME, 1 EXTRA INNINGS WILL BE PLAYED WITH INTERNATIONAL TIE BREAKER RULES. SEE RULE 21 BELOW.

  2. FREE SUBSTITUTION ON DEFENSE IF BATTING MORE THAN 9.  
  3. BUNTING IS ONLY ALLOWED IN THE MAJOR DIVISIONS.  
  4. BASE STEALING IS ONLY ALLOWED IN THE MAJOR DIVISIONS.  
    1. NOTICE: A RUNNER MAY LEAVE ON THE RELEASE OF THE PITCH.
    2. NOTICE: ANY OVERTHROW TO ANY BASE THE BASE RUNNER MAY ADVANCE AT OWN RISK.
  5.  A 15 RUN RULE WILL BE IN EFFECT AFTER 4 INNINGS OF PLAY. THIS APPLIES TO ALL DIVISIONS EXCEPT T-BALL.
  6. THERE WILL BE A RUN LIMIT FOR EACH AT BAT IN EACH OF THE FIRST 3 INNINGS. THERE WILL BE NO RUN LIMIT AFTER 3RD INNING. THIS APPLIES TO ALL DIVISIONSEXCEPT T-BALL.
    1. THERE WILL BE A 3 RUN LIMIT FOR EACH AT BAT IN EACH OF THE 1ST AND 2ND INNINGS.
    2. THERE WILL BE A 5 RUN LIMIT FOR EACH AT BAT IN THE 3RD INNING.
    3. THERE WILL BE NO RUN LIMIT FOR EACH AT BAT BEYOND THE 3RD INNING.
  7. THE ENTIRE TEAM MUST BAT.
  8. IF A PLAYER ARRIVES LATE, THEY MAY BE ADDED TO THE BOTTOM OF THE BATTING ORDER ANY TIME DURING THE GAME.
  9. YOU MUST HAVE AT LEAST 8 PLAYERS TO START A GAME. A FORFEIT WILL BE CALLED 10 MINUTES AFTER OFFICIAL START TIME. THIS RULE APPLIES TO ALL DIVISIONS EXCEPT FOR THE T-BALL AND INSTRUCTIONAL DIVISIONS.
  10. IF A PLAYER GETS HURT OR SICK DURING THE GAME THEY WILL BE REMOVED AND SKIPPED OVER WITH NO OUT TAKEN.
  11. HELMET & FACE MASK RULE.
    1. NOTICE: HELMETS MUST HAVE A FACE GUARD. THIS RULL APPLIES TO ALL DIVISIONS EXCEPT T-BALL.
    2. NOTICE: HELMETS WILL BE KEPT ON UNTIL THE PLAYER REACHES THE DUGOUT. PLAYER CAN BE CALL OUT IF HELMET IS REMOVED BEFORE REACHING THE DUGOUT.
    3. NOTICE: HELMETS INTENTIONALY REMOVED FROM PLAYERS HEAD WHILE ON THE FIELD CAN BE CALLED OUT BY THE UMPIRE.
    4. NOTICE: ALL INFIELDERS MUST HAVE A FASKMASK AT ALL TIMES. THIS RULL APPLIES TO ALL DIVISIONS EXCEPT T-BALL.
  12. NO JEWELRY OF ANY KIND WILL BE WORN WHILE ON THE PLAYING FIELDS!!!!!!!!! (EAR RINGS, NECKLACES, BRACLETS, ECT.)
  13. PLAYERS MUST WEAR THE UNIFORM TOP THEY RECEIVED FROM THE HGSA LEAGUE. NO ALTERATION TO TEAM UNIFORM TOP.
  14. ANY COACH OR PLAYER EJECTED OR DISMISSED FROM A GAME, FOR WHATEVER REASON, WILL BE UNDER A 1 GAME SUSPENSION.
  15. INTERNATIONAL TIE-BREAKER RULE.
    1. REGULAR SEASON PLAY: WHEN A SOFTBALL GAME IS TIED AT THE END OF REGULATION PLAY, THE INTERNATIONAL TIE BREAKER RULE GOES INTO EFFECT. AT THE START OF EACH INNING, A RUNNER IS PLACED ON SECOND BASE WITH THE INTENT OF ACCELERATING OPPORTUNITIES TO SCORE AND BRINGING THE GAME TO A SPEEDIER CONCLUSION. THE RUNNER IS THE LAST BATTER TO MAKE AN OUT IN THE PREVIOUS INNING. AT LEAST ONE FULL INNING IS PLAYED, ALLOWING EACH TEAM THE SAME CHANCE TO SCORE. IF THE SCORE REMAINS TIED AFTER 1 EXTRA INNING, THE GAMES ENDS IN A TIE.
    2. TOURNAMENT PLAY: WHEN A SOFTBALL GAME IS TIED AT THE END OF REGULATION PLAY, THE INTERNATIONAL TIE BREAKER RULE GOES INTO EFFECT. AT THE START OF EACH INNING, A RUNNER IS PLACED ON SECOND BASE WITH THE INTENT OF ACCELERATING OPPORTUNITIES TO SCORE AND BRINGING THE GAME TO A SPEEDIER CONCLUSION. THE RUNNER IS THE LAST BATTER TO MAKE AN OUT IN THE PREVIOUS INNING. AT LEAST ONE FULL INNING IS PLAYED, ALLOWING EACH TEAM THE SAME CHANCE TO SCORE. IF THE SCORE REMAINS TIED, THE SAME PROCESS IS USED IN EACH INNING UNTIL A VICTOR EMERGES.
